Course Availability - Coincide with Email Notification

As an Administrator and End User, I would like to have custom courses available when the employee receives the email notification for the assignment.  When I make an assignment, the employee gets the email within minutes.  However, unless it is time for the system to update the employee cannot see the course until after the update time has passed. After I make the assignment, I always receive numerous emails telling me they have received the email, but when they login the course is not there.
