messages for follow up activities

As an administrator/program coordinator I would like to be able to send an email when content is assigned as a follow up activity that is different from the regular assignment email. I feel some explanation as to why the content is being assigned, why it does not have a due date, who it is coming from, etc is important information for my learners.
